Meet Our Speakers

Bertrand R. Albert

With over 11 years of experience at DNV, focusing on maritime governance, project management, and product certification. Currently Senior Surveyor for the FiS-CMC Region in the UK and Ireland. Bertrand holds Master’s Degrees in Energy Economics and Finance, and Marine Alternative Fuels, with Management Training from INSEAD and Copenhagen Business School. A Chartered Engineer and member of IMarEST.

Bráulio de Brito

The Executive Chairman of Tradinter O&G Services and Chairman of AECIPA. Bráulio has over 18 years of international experience in the oil and gas sector, having worked for companies like Texaco and ExxonMobil. Bráulio holds a B.Eng in Mineral Engineering and has postgraduate qualifications in Global Business and Business Management.

Elia C. Tapalo

The Head of SSHEQ at the National Petroleum Corporation of Namibia (NAMCOR). Elia is an Occupational Health and Safety expert, with a BSc in the field, a BA in Disaster and Safety Management, and an MSc in Oil and Gas with Energy Management. Elia has over 24 years of experience in various industries, with the last 11 years focused on the oil and gas sector.

Hilma Kuduva

Hilma is the Chief Legal Drafter for the Ministry of Justice and Labour Relations, with expertise in legislative drafting and international maritime law. Hilma holds degrees in law and a Master’s in International Maritime Law from the IMO. Hilma’s skilled in creating legislation that aligns with national policies and international standards.

Isabel Tshatumbu

Isabel has extensive experience in administration as the Administrative Assistant to the Permanent Representative of Namibia to the IMO at the Namibian High Commission in London, United Kingdom. Isabel also had a solid educational background consisting of a Bachelor's degree in International Business from Brunel University London (UK), which includes units in Management, such as Management and its International Dimensions, International Relations and International Business Environment. As well as a Master of Humanities in Maritime Legislation from the IMO International Maritime Law Institute, a specialised agency of the United Nations (IMLI).

Joseph Awen Awan

Joseph is the Director of Risk at the National Petroleum Authority (NPA) in Ghana. With over 22 years of experience, Joseph is a seasoned Risk Management Professional specializing in Enterprise Risk Management, Auditing, Treasury, and Financial Governance. Joseph is also a Chartered Accountant and holds multiple advanced degrees.

Luiz Henrique de Oliviera Bispo

Luiz is the Superintendent of Operational Safety at the National Agency for Petroleum, Natural Gas and Biofuels (ANP) in Brazil. Additionally, Luiz is a Chemical Engineer with Master’s and Doctorate degrees in Chemical and Biochemical Process Technology. Luiz has also been with ANP since 2008, holding various positions.

Dr. Papa Benin

A certified Lean Six Sigma Master Black Belt and Project Management Professional with 20 years of experience in crude oil refinery project development and implementation. Dr. Benin is the Managing Director of Stark Energy Limited and has held key roles at MODEC and Tema Oil Refinery. Dr. Benin is also credited with increasing local content in Ghana's offshore petroleum sector and lectures at the Regional Maritime University and the University of Cape Coast.

Paulo César Lourenço Oliveira

Paulo has been a Mechanical Engineer and General Manager at ICOS since 2009. Paulo has extensive experience in the industrial sector, specializing in business management, mechanical engineering, and technological innovation. At ICOS, Paulo focuses on strategic leadership, process optimization, and expanding the company’s service portfolio.

Tobi Abimbola

The Executive Director of Selex Engineering, an Oil and Gas EPC company in Nigeria. Tobi has experience in sales and strategic business development, previously serving as Global Sales Manager for Prodrive Technologies and in business development at Infosys Limited. Tobi also has nearly ten years of experience at Schneider Electric, focusing on the energy sector.

Veino Risto Shaumbwa

Veino is an HSE Specialist at SLB, and he focuses on ensuring safe and sustainable practices in high-risk environments. Veino is skilled in developing and implementing HSE strategies, including risk assessments, safety audits, and emergency response drills. Lastly, Veino is also committed to maintaining safe working conditions and environmental protection.
